This is not an install error.
Some how some one on your host has that file open so it cannot be rewritten over.
The file must not be in use or open from Like Visual Studio, a text editor or any other type of program.

I have tried logging off and waiting for ages, deleting the file etc, but can't fix it.

David,
You are the only one this is happening to so far.
The only suggestions I have is FTP into your site and delete the SEOMenu Directories and try re-installing it.
It seems like something on your host is accessing those files and making it where you can not delete them.
I have seen that in different cases, but not with this Menu.
I have had a file open with a browser and tried to edit and save it and the program told me that another process is using it.
That is the same case here.
I would close all connections to the site and delete the files and directories of the SEOMenu.
